WinME & ShutDown Questions.

I just recently installed WinME and have updated my system with the latest drivers. However, I do notice something weird! My PC does shuts down on itself once I give choose shut down from the start menu but then, after I turn it on again (few minutes after), the Scandisk program loads and it told me that I didn't shut down my PC properly! What is wrong with it?
