WinME scandisk/defrag problem

Ok, under WinME every time I try to scandisk it restarts 10 times and then tells me I have something running in the background and to close all programs. No programs open, task manager shows nada. MS config everything unchecked. No trojans or virii detected.

Same thing with defrag, drive contents keep changing so it restarts. Even a reboot does no good.

It also seems kind of buggy (been to MS update and patched). Tried to shut down and it locked up, then when I restarted it had to scandisk....arghhhh.

The system was recently reformatted could this be a bad Windows install???
 
I can't scandisk in safe mode, it says it will corrupt something or other. I can defrag, however, with it set to scan and fix errors. I hate to have to go to safe mode everytime I want to scandisk or defrag. Short of reformatting, is there any way to fix this?
 
Disable power down features and screen saver. Also either:

ctrl-alt-del and end task everything except explorer and systray before running scan and defrag.
or
Disable all the extra startups in msconfig and reboot.
or
hold down the shift key before and while windows is booting up to bypass startup files.

You dont want anything to interrupt the programs execution.
 
I've tried all that..nada, I think I'm gonna go back to 93se. Thanks for the advice though, I really appreciate it. 🙂
 
Have you tried to run scandisk on command promt only?
Don't get me wrong but to just save your time ,here is a bit explanation;
start up with your o/s boot disk and select command prompt without cd-rom support and type scandisk,after you finish reboot your system.,
