WinMe "Initialization of the Help Center Failed"

I just put WinMe on my pc, fresh install, not upgrade. Everything seems to run fine with the exception of the Help Center. That is what comes up when you try to run "System Information" under Sytem Tools in Accessories or "Help" in the "Start" menu. When I attempt it, it states "Initialization of the Help Center Failed, contact Microsoft Support with Error 2147417851." Looking around the web, I find this message with a different error #,2147024893. I tried the fix for that # but it doesn't fix my problem. I can still access the "Sytem Configuration Utility" by typing "msconfig" at the "Run" prompt, but wanted to be able to get some of the other info utilities also. Has anyone seen this before? Appreciate any help! Thanks!
