Uncle Bill offers a cheaper solution for who has earlier versions of M$ systems (Win9x family): An upgrade cd.

How to proceed a clean installation using an upgrade cd?
 
I did the same thing myself.

Just reformat and stick the upgrade CD in. During the install it will ask you to insert your Win98 CD (98 upgrade will work) for a compliance check. After it sees you have 98 it will ask you to reinsert the ME CD and continue.
