WinMe hangs unusually on start-up!

Hi again! For a guy who has a business fixing PCs, this one is has me stumped. I have a funny feeling someone hacked into my PC but I am not convinced. I installed 3 programs, one of which req'd a reboot but i didn't bother; they were simple programs. I also started playing Unreal on-line. There was a guy there that others have accused of being a hacker but i didn't take it to seriously. After I finished playing, I couldn't reboot. When booting up, everything appears normal, the start-up sound plays and the wallpaper appears too. The taskbar also appears, but only for a brief second and then disappears. Everything stops at that point - can't even get a menu but the PC doesn't appear frozen. When I Ctrl-Alt-Del, the End-task window appears but shows no tasks running. I then just click shut-down. I've gone thru win.ini and sys.ini and cant find anything unusual. Scan for viruses too by hooking HDD to another PC. Is there a program I can use to scan the registry? Any suggestions? BTW- safe mode does the same thing and I can decipher bootlog.txt. Doesn't appear to be a point where it hangs. Thanks all.

Is there a 'new task' button?

Try running exporer.exe.. if it crashes again you probablly have been hacked, which sucks!

Anyway, figured out the problem. One of the programs I installed copied a fair amount of .dll to the system directory. After doing a search, I tried reinstalling IE6 - it worked.
