WinME (and 95,98,98SE) menu/folder freezing

Well, either I'm not typing in the right question at the MS knowledge base, or people learn to ignore the problem. Ever since I can remember (using windows that is), I've been able to duplicate this problem with menus and windows locking up and the only way to get out of it is to 3-fingered-salute it off the screen (which loses most of the tray), log off or restart. Here's how to duplicate the problem:
1 - Clear off the desktop of any running programs (programs running in the taskbar are ok)
2 - Open up My Computer
3 - Pull down a drop-down menu, any one will do, just make sure when you move the mouse off it, it's stays down
4 - Now go to the desktop and try to open another folder (i.e. My documents)
5 - Presto! The My Computer menu/folder are locked up. And so is most of the desktop.
Has anybody else encountered this? Maybe have a solution? Like I said, I've noticed this since the first time I ran Windows 95, with various computers, AMD chipsets, IBM chipsets, various hardware and software configurations, fresh reloads, 6 months since the last reload, etc.etc. And I've duplicated the problem on almost everyone else's computer that's running Windows. The only system I can't duplicate it on is an NT type system (3.51 and above), and I haven't tried Win2K yet, but I'd assume since it's code base is closer to NT that the problem probably doesn't exist. I'm 99.9999% sure it's not me, but I'm not ruling that out, that would be arrogance on my part.
Anybody else duplicate this? Any takers? Time for Linux I suppose...
