winmail.dat is this a virus?

i just was sent an attatchment of winmail.dat the user has outlook 2002

No, Winmail.dat contains the rich text markup information outlook uses to display messages with fonts/colors/etc. If your running another mail client you'll see them as the winmail.dat attachments.

I believe it is just an irritating outlook feature that converts attached files into the winmail.dat format.

Yup. Just another Outlook annoyance. If you aren't using Outlook, including Outlook Express, you'll quite often get that .DAT file.
