I have a few programs on my computer that are applications of this executable. It's always active in my Task Manager Processes. Can anyone explain to me what this app is and possibly how to turn it off so i can delete some programs that i don't think are necessary?

What does 'a few programs on my computer that are applications of this executable' mean? Anyhow, winlogin is part of windows itself (part of the security subsystem). You can not remove it (in fact, if you kill it or it dies, the lsa will immediately blue screen the machine).
