WinFast 2000 XP = bad quality?

I'm preparing to record an event tonight and I'm doing some test records using a Leadtek WinFast 2000 XP capture card and it ends up with some pretty bad picture quality. There are these thin white static lines that flash accross the screen often, sort of looks like the cable is not securely attached, but I tightened the cables snug and tried multiple different cables- all same result. I'm recording off the coaxial output from my satellite receiver.

Any tv tuner cards out there that have good quality?

Usually I use my Sony TRV22 camcorder to record stuff off TV but my brother went on vacation and I let him borrow it. The video it records off this satellite receiver is crystal clear.
