WindowsXP starting to lag! help!

one day it just started, whenever my harddrive is in use, the mouse would stall and skip, and winamp will sound like a broken record.
i've never had this problem with any other OS, nor XP for a while... i've tried cacheman and other tweaks, im not sure what's wrong... i have no other programs running, and when i am installing an app, it still lags...

im running dual p3 800mhz, 1gb pc-133 sdram, geforce2 gts, i have everything updated of course...
dont know what to do

I had just about those exact same symptoms. It turned out to be bad RAID card drivers. But you don't seem to have a RAID card. My guess is it's a driver conflict, though, and not a Windows setting. Think about what drivers you had installed or updated previous to this happening.

Some other things to look for:

Updated BIOS for your mobo.

Updated IDE driver for your mobo.
