WindowsXP shutdown/restart function not working

I recently had a virus and formatted my harddrive and installed windowsXP. there was still traces of virus right after I installed windowsXP (using Trendmicro online scan) and now windows can only be manually restarted (pressing button on the case). Trendmicro cleaned the sasser/nachi.B virus
When I try to shut down/restart using start -> shutdown/restart, button works but nothing happens. Anyone know how I can treat this problem?

If you formatted and it is still there, you did not format properly. I would recommed trying again and post the steps you took so that we can offer corrective advice. Other than that, did you install SP1 and the correct chipset drivers for your motherboard?
 
I formatted twice, first time by restarting in dos using a boot disk, deleting everything followed by "format c:", then used windowsxp cd to install. Then after installing computer was still acting weird so I repeated that step and now it's better but still can't restart/shutdown unless I manually do it on the case. I've done all the driver updates, SP1 etc. I seem to have taken care of the viruses with AVG, norton 2004 and trendmicron, now it's just this restart/shutdown thing.

Sounds like bios settings. make sure you have the power off and shut down set properly.
Since you don't mention what bios version your useing i can't be more specific about
what you should change but i'm sure someone will be able to tell you what to set
these at.
 
I have a MSI motherboard and checked with live bios, it says my BIOS version is up to date. I was thinking perhaps something wrong with the file that governs windows restart/shutdown.

I'm not sure what you mean, I've updated everything that came with the MSI Live update program.

Also I just found out that I can restart my computer by logging off and using the restart/shutoff button there. So I think it's an window issue.

Its a power management thing that you can find under Control Panel. You have to find the right combo of settings in your BIOS and in Windows, than all the planets have to align just right and it will once again turn off when you want it to. I spent 2 days trying to get my comouter to initiate a Windows shutdown when I press the power button just by fiddling with settings.
