windowsME problem....pls help!

I can't start windows ME, not even in a safe mode, it says something about system configuration error, and it says "you'll have to start windows in safe mode and run scanreg to correct the problem" but i can't start the safe mode... Please tell me what to do, anything but avoid the disk formatting...
 
I would try re-installing ME on top of itself using a ME start-up disk. It might overwrite some of your bad files/problems and fix it. Other than that theres not much else I can think of that you can do.
 
I forget can you boot into msdos safe mode in win me?
If you can type (scandisk) at the command prompt and do a full surface scan.
I have had this work in win98.
