Windows98 and a gig of ram - unstable?

Running out of solutions to fix this problem, I've decided to ask here and see if anyone else has come across this problem.

Recently I built a Pentium IV 1.7Ghz computer with 512MB RDRAM for my father who wanted Windows98 installed. About a week later, he decided he'd like to max out the available memory, so I dropped in another 512. BIOS reports it as 1024MB, however Windows only recognizes 1022MB. Not sure what to make of that save for another quirk of Microsoft, I ignored it and went onto other projects.

I can't verify that it is when the system went unstable, but I don't recall any severe problems before I put that extra memory in. As it stands, computer games such as Quake III are crashing, as is Norton Antivirus (claiming to be low on memory, as if that were possible), as is Internet Explorer, as is Winamp, Media Player, etc. I've looked at the system properties screen to see the available resources left, and it's telling me usually no lower than 76%.

I'm out of ideas. Next step I suppose would be to reinstall the OS, but I'm loath to do that unless it proves necessary. On the other hand, I heard on IRC that Windows98's memory management is horrible, and it becomes extremely unstable above 512 megs of memory installed. Any truth to this?
