Windows7 OEM Builders Edition- installation problem

Hi all,

A friend of mine just bought the Windows 7 Home Premium OEM Builders Edition from Amazon. He wanted to install it on his PC by formatting the hard drive and then clean install the OS.
The thing is he read in the manual of Windows 7 that this edition is only for people who built the PC by them self. His PC was bought some time ago (2-3 years ago at least) from a vendor and he thinks he would void the terms of use.
Is that true or can he just clean install the OS even though the PC was purchased already assembled?

He can install it, but there are two things to consider:

1) The original OS on that PC is still bound to that PC, he cannot reuse that license on another machine.

2) The new Win7 Home Premium OEM key will also be bound to that PC and cannot be reused on another PC.

Note that these are legal limitations, not strictly technical. The software will not tell you how/why it does not activate if there is an issue, only that it will not activate (or conversely it will activate anyway even if it's not legal).
