Windows XP won't shut down

Its a self-built xp2800/A7N8X. Everything works perfect except when I click "turn off" it shows windows logging off, then says shutting down, but then just reboots. I have to hold the power button to get the computer to turn off. I tried one option of unchecking the "auto restart" box. No luck. I've ran ad-aware, spybot and my antivirus. No other computer problems on this machine other than this?
