windows xp wont install

Ok, I'm putting together a puter for my brother, and i cant get windows xp to install. when i boot from the cd, it attempts to format the hd before installing the os. after this, it says that it was unable to format the harddrive. The first time i tried using his old IBM deskstar that i pulled from his old dell. then i put in a brand new 60gb wd hd, and the same thing happened. do i need to do some formatting on my own first, and how do i do that with no os? stats listed below and thanks in advance.

generic floppy
48x cdrom

(i havent installed all the other goodies yet as i want to get it working first)

 
Check new HDD manufactures web site for utilities. Maxtor has Maxblast
Western Digital has Data Lifeguard. Download to floppy, set first boot device
in bios to floppy and boot.
