Windows XP: Windows Installer corrupt ONE HOUR AFTER DISK FORMAT

I'm about to go crazy here...

I've had various problems with Windows Installer previously, specifically in programs that use the installer that looks like this:

After installing SP2, it would just quit at the end of an installation without an error message and delete everything that had been installed up until that point.

NOW, however, after A FULL FORMAT of the hardk disk and a FRESH Windows XP install another problem exists.

I at first got the following error:
1607: Unable to Install InstallShield Scripting Runtime

Which was fixed by installing ISScript9.exe

Then, another error occurs:
1608: unable to create installDriver instance, return code: -2147319784

And that's as far as I get. I tried the Start -> Run -> msiexec /regserver stuff, as well as registering C:\Program Files\Common Files\InstallShield\Driver\9\Intel 32\IDriver.exe and IDriver2.exe that way with no luck.

Furthermore, my provileges are Administrator and one help site I went to talked about the following:
Going to Start -> Run-> and typing dcomcnfg, clicking on Component Services and then 'My Computer' to set DCOM privileges, but as soon as I click on Computers the window just disappears.

Long story short: I need help. PLEASE! I've been trying to fix this stuff for ages :(

Either the harddisk is bad or going bad, or, the system is unstable/overclocked/bad drivers.

My guess.

The thing is though my system is running perfectly otherwise, with zero issues.

According to a website, the error has something to do with network connection settings.

The 1608 error you are experiencing is caused by the Install Shield application and how it interacts with certain Network configuration settings.

I noticed that in 'Network Connections' there isn't anything there. When I try to create a new network connection, I get something saying it's already been configured. What is up?

If you are installing while connected to the net (no firewall) then you are probably being hacked before you can patch the system up.

Otherwise I'm not sure.

I was connected to the internet for about a minute until installing SP2 and I have a Linksys Router that doesn't let people join my War Craft 3 games unless I open a port.

This really is a problem wih the software somehow, but just in case how do I know if I've been hacked?
