Windows XP User Profile cannot be accessed...

I turned my computer off without shutting it down through the windows xp screen
The next time I booted it I got this message
"Windows cannot load the locally stored profile. Possible causes of this error include insufficient security rights or a corrupt local profile. If this problem persists, contact your network administrator. "

The another message comes up that says the user profile cant be found and that I will be logged on with a temporary profile -
Well the temporary profile is me but everything I had on my desktop has been erased - I cant access almost all of the files I had on my computer for the last year and a half even though they are in the hard drive -
Several games are still on the desktop - several cant be accessed -
All bookmarks are gone - Basically I started over with a completely new profile
So how do I recover my old one?

You could go to support.microsoft.com, navigate to the support page for your OS and then do a search of the Knowledge Base for "restoring a corrupt user profile" or something along those lines to see if MS has an easy fix for the problem.

The only other alternative I can offer is this; when you hose your profile W2K and XP actually make a backup and you can find it, usually something like c:\documents and settings\user profiles\yourname.bak. You can then manually copy the folder contents (not the folders themselves) into your new "temporary" profile and that should restore most of your stuff. It's a lot of work, but not as much as reformatting your drive, installing the os all over again, all your programs, etc.

Create new account after this error

Refer to the page above. If you create a new account, make sure it has administrative privileges. Your temporary profile probably doesn't have admin privileges. Once you have admin privileges on the new account, you should be able to go into Documents and Settings in Windows explorer and copy over at least the documents and bookmarks to the new account in Documents and Settings. I wouldn't copy over any of the system files (ntuser, etc.)

Make sure you name the new account something else other than what you've called the last one.

You will probably have to reinstall some programs even though they are there on the drive. Games, however, may work just by running their shortcuts. You have to check and see.
