Windows XP user accounts

I have an XP box that is not remembering user settings on the acounts... such as wallpaper, passwords, application-specific settings and so on. Anyone have any idea what might be causing this?
 
All accounts or just a particular account? If all, hmmm... That's not good. Not sure what to do there. If just one account you could try deleting it and let it get recreated from the Default User account. If it's the Default User account maybe copy a working account overtop of it to reset it.
 
All accounts. This is a pretty fresh install. Only a couple days old when I first noticed the problem.
