windows xp upgrade requires OS already installed?

a customer just called and said that the windows XP upgrade version required a previous windows installation on the drive to install, so it wouldn't work on his new hard drive, and he doesn't want windows millenium on the computer. my previous experience with MS OS upgrade versions says otherwise, but maybe MS changed their policy. anyone know whats up?

old trick is to pop an old copy of windows in the CD-ROM drive and point the dialogue box to his cd drive. That shows ownership, but doesn't install it.

edit: btw, they've always been like this in terms of searching for a previous version. If it didn't behave like that, it wouldn't be called "upgrade" and they'd only make "full" versions.

i know... this guy is claiming that he put the millenium disc in and it still didn't work...

i know... this guy is claiming that he put the millenium disc in and it still didn't work... BS..I know that will work. That is how I installed my wifes' XP. I bet that he is not aiming the "browse" to the right drive..

Is his Windows ME CD-ROM an "Upgrade" disk as well? If so he needs a real full install CD-rom to prove ownership, and it will not work with a Windows 95 CD-ROM.

Another possibility, is his Windows ME disk a restore disk and not a pure Windows Install disk? If its a restore he might have problems as well. Otherwise it just sounds like user error to me because it does work with Windows XP upgrade disks.

Not entirely true. You can have a Windows ME Upgrade disk, and it will be verified as a previous version.

its an OEM disc. i think the problem was this guy was booting with some sort of tools disk that came with his new hard drive. i told him to do it without that and gave him my extension if it didn't work and he didn't call back.
