Ive gone around to almost every store around my city: Best Buy, Walmart, Sams, Ram Technologies, Computer Wizards, Office Depot. Ive been looking to buy Windows XP Home and everytime I see the box it says:

Windows XP Home Edition
For Windows 98, 2k, and ME Upgrade

Does this mean I have to have one of these OS's Previously installed??

It doesn't have to be installed, you just need the cd for verification of proof of ownership of the older os.

No, it means you need to own a legitimate copy of Windows 98, 2K or ME. The installation process is the same as the standard version of XP (i.e. you can start from scratch), but at some point you will be prompted to briefly insert your old OS CD for upgrade verification.

Staples sells the full version if you want to go B&M. You can also get an OEM copy from an online retailer such as Newegg.

Then you aren't getting one :p You could always try linux, it's free. I don't recommend it though.
