Windows XP Updates - slow down?

I've recently done a fresh install of Windows XP Home (2002 edition). Even though this was the SP1 version, there were still about 38MB of updates to download from Microsoft. I noticed a slowdown in booting and shutting down after downloading them. Haven't ran any benchmarks yet.

Anyone experience this? If I have the latest/greatest Norton Antivirus Pro (looking for worms and all that crap), do I really need all those darn "security updates?"
