Windows XP - 'Start'-'Programs' Menu

I've noticed over the years working on many computers using XP that the start menu programs don't sort by name automatically on many computers.

Is there a way to have to automated so you don't have to always right click on the menu to do it manually all the time?

Also I noticed the same thing with Windows Explorer folders/directories many times when adding in new folders or deleting them they don't arrange automatically either.
