Windows XP Setup, HELP!!!!!!

It seems about once a year at this point I have to run Windows Setup. Or replace a harddrive.
My System crashed this morning. Startup seemed to be hanging at a file called "MUP.SYS"
I went into Recovery Console from my WinXP CD. Disabled MUP.SYS .
Still no startup, not even into Safe mode.

The real question is this, If I run WinXP setup. Will I still be able to access my Data??
The drivers etc, I can live with reistalling( would have to anyway).

I read that WinXP encryptd data a certain way????
