Windows XP Rundll32.exe error

We just tried upgrading my dad's windows 98 Dell to XP and have problems. It used to always give a windows performed an illegal operation with file explorer.exe and needs to be shut down, resetting explorer and losing all the system tray icons..the routine explorere.exe crash. At least in 98 programs used to work, after upgrading to XP no program runs. If you click on Adobe Acrobat it says it can't find the .exe. You try to run any windows application and it says rundll32.exe cannot be found and maybe was renamed...blah blah. I went to control panel thinking I could revert back to 98 by going to add/remove programs, but it can't even up that program because it needs rundll32. I think formating is the best solution but am hoping their is a way to get a function program to burn stuff off, or at least go back to 98 were things worked. Anybody have any idea why no programs are working? Thanks

No worries, I ended up formatting the computer. You know lazy people, they feel that having an AV program means they are safe, without updating the virus definitions. Thanks.
