Windows XP - right clicking on Start Menu items and choosing "Open" does nothing

Very very odd. It used to, predictably, open up that folder so I could add shortcuts to it and such. Now, when I go to the Start menu, and right click on, say, Accessories, and choose "Open" or "Open All Users," nothing happens at all. Any idea what might be causing this?
