Windows XP restarts on startup, only when connected to internet

What the hell is going on? Some kind of virus? Its my parents computer so its always something...Windows XP restarts within a couple seconds of loading. No error message. System log isn't showing anything that I can tell, but I'm no expert. It won't happen if I pull the ethernet cord...

Any suggestions?
 
Well i restored and removed some garbage I found, seems to be working. Very odd. I'll run some scans still. Its unbelievable how people manage to screw up computers so easily and often

Some make it their lifes work ( screwing up their PC ). OK by me! They pay me to have it fixed.
