Windows XP reserves bandwidth?

I just recieved Windows XP Pro. I have it installed and I'm downloading SP1. It's only downloading at speeds similar to a 56k modem, and I'm on 1500/128 cable. I turned the firewall off, and someone told me XP reserves bandwidth, so I thought that might be what's slowing it down, but I can't find the setting to turn it off. Can someone please instruct me on how to do that? Thanks.
 

You can remove the QOS item from your device list in networking. It's the Quality of Service filter that allocates bandwidth based on priority. There aren't many apps out there that are aware of this service so it doesn't do much.

It is NOT, however, the source of your troubles with service pack 1. That's just plain old network congestion. Kick off your download overnight and wait, or just hang around a few weeks till everyone has it and the congestion clears up.
 
Ditto Smilin's comment - the SP1 download site is being hammered and the result is like a Los Angeles Freeway in rush hour. Doesn't matter what you are using. Test your current connect speed up and down here:

QoS only reserves bandwidth if you have QoS enabled applications and networking hardware. 99.9% of all home users don't have this...so it doesn't reserve anything.
 
Yes the SP1 download site is being molested this week... it's not your connection.. if you were on a T3 you'd probably still get the same
download speed.. It's gonna be like that for at least another week or so.
