Windows XP Recovery Console Restrictions

I'm having problems with my computer and I'm trying to do repairs using the WinXP Recovery Console that I access by booting from the Windows Setup CD. However, by default the recovery console gives me very limtied access to my computer (windows directory,root folder,etc.). Apparently there is a way to lift those restrictions and gain complete access to the computer. This is what I want. It would greatly aid troubleshooting and fixing problems. Can anyone explain this to me?

That FAQ is missing a step. You need to do a "set allowallpaths = true" from within recovery console to access all files/folders. You have to do this each time you launch the recovery console. Is there a way to make this setting permanent?
 
I'm using WinXP Home. I don't see a "Local Security Settings" option in "Administrative Tools" in the "Control Panel." How do I accomplish this using XP Home?

Well, the operating directory for the secpol.msc file (Local Security Settings) is c:\windows\system32 in my Windows XP Pro. If its not there for you in XP Home, then sorry, but try browsing there.
