Windows XP Pro / IE 6 and Shockwave

After I installed Windows XP Pro at home I ran IE6 as administrator, visited the shockwave web page (http://www.macromedia.com/shockwave/welcome/) and installed shockwave (just by clicking through). However, when a user (without administrator rights) visits the same page after that she/he is requested again to install shockwave, and that installation fails.

Q1: Is there a way for the administrator to add bells and whistles to e.g. IE6 or Netscape 6.2 in a way that all other others have access to these upgraded versions?

Q2: What privileges should I give the users to make it possible to install Shockwave (making them Power Users did not help, and I do not want everyone to be administrator. I have a 3 and a 4 yr old user...). The shockwave website has some info on this (http://www.macromedia.com/support/shockwave/ts/documents/playerfaq.htm#5_2) but that did not work for me.
