Windows XP Language problems

Hi,

I have an XP box and I'm having trouble with the language often switching to Chinese, especially in certain programs such as IE8.

I do have Chinese language installed, and I can use the alt-shift shortcut key to toggle between Chinese and English, however often this happens without me pressing the shortcut key(I'm very sure of this, it isn't the key being mistakenly pressed)

How do I fix this?

Also, when I click on the taskbar, the Microsoft Pinyin IME language bar appears, and when I click elsewhere, it disappears. I have no use for the language bar since I only use the shortcut key to toggle between languages. How do I permanently disable it? I don't see any options.
