Windows XP lagging and DVD support

We should take a poll on how many people here have had problems with windows xp.

For Starters: My Rig:
Epox 8k7a mobo, AMD XP1700+, 512 PC2100 DDR, 32mb S3 graphics card, Netgear FA311 Nic, Zoom Serial Modem, 60gig 7200 RPM WD hard disk, Yamaha 16x10x40 cdrw, Creative Labs 12X dvdrom with DXR-3 decoder card.

Problem:
While playing winamp, windows media player, or creative dvd player the system lags, the audio skips and sometimes the screen doesnt seem to want to refresh. This problem is most noticable while trying to watch a dvd. The picture runs smooth but the audio skipping is just unbearable. I've also tried using a version of Power DVD (version xp) that is suposed to run with WinXP and its not any better. In fact half of the time it tells me that the disc inserted is an invalid file type.
I've tried software and hardware decoding. I'm really getting annoyed here. I like windows XP and i have to have it installed for a class that I'm taking. Otherwise, I'd switch to a different OS.
I've even tried running this with windows in 'classic mode', hard drives set in DMA, and no programs or unneccesary processes running in the background. Any advice or tips would be greatly appreciated. This is a clean install of Windows XP and yes, the drive has been defragged. I've got all the windows updates and I've updated al of my drivers.

That might be the problem. What chipset does the graphics card use? Is it PCI or AGP?
 
Edit AGAIN. I just keep screwing up.
Its a Diamond Stealth 3 card. Control Panel displays it as an S3 Savage 4. Its an AGP card if that helps.
But, I've also got that DXR-3 decoder board installed.

For me, this was caused by a bad DVD drive. After throwing out my old Asus 8X DVD and getting a brand new Pioneer DVD drive, those problems are history.

BTW If you're playing your audio directly from your drive then the skipping may also be due to the drive?

Thanks for the input. But, its not the drive. The Creative 12x worked perfectly 2 days ago under windows 98. The sound is running from the DVDRom into the SB 512PCI via the cdrom input on the card. I've tried running the creative dvd player while the windows task manager 'performance' monitor is open. My cpu usage stays below 5%, and it always has at least 370megs of physical memory free.
This makes me sad.

Touche. perhaps I over reacted. sorry, I've had a rough day and i just need to calm down. Seriously though, do you think it could just be the video card. I've been eying the ATI all-in-wonders for quite some time. Maybe this is my excuse to go buy one. Think that would help? I think the dvdrom is good enough and the sound card is about all i need/ can afford.
 
Why cant microfsoft develop a version of windows that doesnt suck in some major way.
It AIN'T Windows XP, it's your hardware. Get rid of that crappy ass video card and get a real one and dump the decoder card all together (is there a reason it is even in there?). Oh, and get a better sound card and DVD-ROM while you're at it. Did you even think to check if your hardware was on MS's HCL? Just because your DVDs aren't playing right in YOUR system doesn't mean the OS is at fault. I have XP running here on serveral different systems and they all play DVDs just perfect. Hmmm, maybe MS just sent me a better version of XP?

I wish i knew bill gates. I'd be kicking his ass (and every other programmer, technician and engineer that had anything to do with the development of this sftware.)
Or maybe HE would be the one slapping you around for your horrible troubleshooting skills!
