Windows XP International versions?

I will be visiting my little cousin in Europe and I was thinking of building him a computer for Xmas and either taking it with me or shipping it. If I buy a copy of Windows XP in the US will it work in another country if I set the regional settings and language appropriately or are there fundamental differences between WinXP purchased in a foreign nation? Would there be a possibility that some drivers would not work under a different language and/or regional setting?

I'd buy it there but I can make one here cheaper and faster then what is there.

I think it should work fine.. I sent my friend a copy of Win XP Pro (cheaper over here) to France and he's using it fine.
