Windows xp install problems

Ok, so I built a new computer and I'm trying to install xp on it, only the windows install stalls like no other. Sometimes it goes fast, and then for some reason the cd drive stops spinning and the files copy ridiculously slow.

I've made it as far as the second boot and "finalizing installation" with only 6 minutes remaining, only to see it stall indefinitely right before the end.

I've tried different cd drives, cables, taking out all my ram except for one stick, no dice.

Any idea what could be causing the problem? I'm doing a clean install, sometimes I've waited multiple hours on something that should take 15 minutes, I got a q6600, asus p5q-e, 4gb ocz reaper, asus hd 4850, etc.
 
I started with an IDE drive, and now I'm using a SATA. Both have similar results.

It's getting worse, now during the blue windows setup, it often stops while copying files, saying a certain file can't be copied. This is usually when it's close to 75% done or later, for some reason it doesn't happen right away. I'm starting to wonder if it's one of my hard drives (I used both in raid on my last install, and they sometimes wouldn't boot up correctly), but since I've tried installing on each one individually I'm not so sure that's the problem.

I'm stumped, I guess I'll run out and try changing the hard drive, no one has any ideas?
