Windows XP: How to start program at boot?

Is there any way to make a program start at boot time? I know you can place an icon in the Startup folder, but you have to wait till someone logs on for it to start. I would like to have the program start before this, while XP is still at the login screen. I assume its possible, because services are started before login. Anyone know how?
