windows XP: how to customize START MENU?

on win98, i can change the Start Menu very easily, and move folders around, delete items. etc.

but on Win XP Pro, I went to the START MENU-TASK BAR-CUSTOMIZE option and it doesnt list everything that i see on the task menu.

what's going on?
