Windows XP Home Problem - Hanging on Boot

I was trying to restore to an earlier saved point, but that process was disrupted and now Windows hangs on the logo screen (with the blue bar that cycles across the bottom - that stops). I can get into safe mode, and have tried going to an earlier restore point, but I get the same thing upon any full start up.

Any ideas of what the solution to this dilemma is?

Thanks

Sounds like it could be a device driver or service that only starts up in normal mode is hanging up. I would boot into safe mode and disable via msconfig some non-critical startup processes one at a time and try booting after disabling each one. If that doesn't work, disable some of your devices (again one at a time) like sound card or network adapter. Once it boots, you should know the specific device or startup program that is causing the hang and then you can reinstall the drivers or program.

"disable via msconfig" ---Where is msconfiq? Sorry for what may be a dumb question, but I looked around and couldn't find it. Thanks
