Windows XP Home or Pro

If you want a legal copy, cheapest is to get an OEM version from Newegg or wherever you're buying the parts.

Anything much cheaper is very likely to be warez, at least in the eyes of Microsoft.

Beware of CDs sold with vague disclaimers like "requires valid license" or "updates available from our website", you're paying money for warez.
 
If you wanna do it right, buy from reputable vendors like Newegg. You can buy the upgrade version if you have a previous full version windows CD, as far back as WinME.
