Windows XP error with Windows Firewall/ICS

I am getting an error when trying to start the Windows Firewall/Internet Connection Sharing (ICS) under windows XP SP2. The error is Error 126: the specified module could not be found. I did not have this problem under SP1. Any help would be appreciated.
