Windows XP, DPI setting greyed out

I can't for the life of me figure this one out. XP is up-to-date in terms of updates. The graphics driver is properly installed (I've tried upgrading it, no effect on the problem), the computer works fine, but the user's eyesight isn't great and could do with a higher DPI setting than the default (96dpi, the current setting).

The only thing that I can think of is that because the computer is a netbook, that setting has been disabled because it has been deemed by whomever that the screen is too small for DPI scaling.

The option regarding larger fonts is available in the 'Appearance' tab, but it doesn't result in a consistent, relative-size UI (message boxes come out in the default size, as do a lot of Windows options screens). The user has been making do the best they could with the 'appearance' tab setting, but it would be good to have the DPI setting available.

That option is horrible on XP. On 7 it is a little better, but still not what I would call perfect. I think you best bet would be to look for a third party app that does this, if one still exists for XP.
 
The other thing I noticed was that the graphics adapter reckons that it has only 8MB RAM. I realise it's a netbook, but even so, when was the last time an 8MB video card was considered anywhere near normal or even low-end?

I wonder whether Windows XP has a limit on what it considers to be enough video RAM to handle the DPI setting. Having said that, I think the graphics card that was in my previous home server for a long time was an ATI 8MB card and it could do 1080p... would the DPI setting really be more demanding?
