Windows XP desktop acting funny

I have no idea how this happened, but one day a blue bar on the right side of my desktop appeared, it takes up about an eighth of the screen. It has the headings "Folder Tasks", "Other Places", and "Details". Also, when i click the desktop it will minimize open windows and become the active window (as if it was a window itself). The problem isnt really affecting my performance but its extremely annoying. Has anyone else expierenced this and know how to fix it?
 
you might try looking in system restore and see if it list whatever cause this to install.
or just try going back to before this happened
