Windows XP and DVD playback Problems

Around 80% of the time when i try to play a DVD on my PC it doesnt play.
All that happens is
WinDVD freezes.
Both my DVDrom and HD activity lights are stay constantly on.
Until i eject the DVD, then WinDVD unlocks and everything is back to normal.
Also i tried to make an iso of a non copyprotected DVD with nero and it failed half way though.

The reason that i am posting this under the OS section is because i feel that this is a problem with winXP (& my hardware, maybe my mobo)

I have never had this problem before when i was running Win2k

Things that i have tried:
WinDVD 5, WinDVD 6, PowerDVD an older version and a newers one (i cant remember the version numbers of the top of my head.) and MS Media player.
They all result in the same problem.
So im figuring that pretty much rules out the Software end of it.

DMA is on all my IDE devices

there are no conflics under Device Manager

Installed the latest 4in1 drivers

This problems has existed with 2 DVDroms my current NEC2500 and my older Plextor 504a
This problems existed with WinXP, WinXP SP 1.a and WinXP SP2.

The wired thing is that I have had no problem with burning DVDs.

Event Log:
The device, \Device\CdRom0, has a bad block.
