Because people want a DOS prompt, so MS includes a DOS emulator. Personally I use it for tracert, ping, and other network diagnostics.

And also because the NT series originated from BSD code, I thought. Not to mention that if your GUI is bonkers you can boot to a command prompt.
 
It's not a DOS command prompt. It is an NT command prompt. Just cause I can make my Linux command prompt look like C:\> doesn't mean it's DOS.
