Windows XP and 4GB of Ram

Just got a new computer with 4 gigs of ram. When I right click in windows I see that only 3.25gb are installed according to my computer.

Task manager says that I have 3406252.

Whats the deal?
 
I thought it could only allocate 2 GB utilizing all of it, but when more is placed, it won't recognize the whole.
