I have windows Xp registered to one computer. I am having a lot of trouble with my second windows 2000 computer so I am thinking of changing that to a windows Xp OS. Do I have to go out & buy a second disk at full price or does Microsoft have some sort of deal for the second registration of the old copy?

If your WindowsXP is the retail-boxed version, you could buy a second license at Microsoft's website for about $260-ish (for Pro). But you could buy another retail-boxed WinXP Pro in its entirety for less than that, so what would be the point. $239 for retail full-version XP Pro

Retail-boxed full-version Windows, you can re-use it. If you don't mind more of a "one-shot" license agreement, then OEM Full Version will set you back less money up-front. But then it has to stay with that computer for good.

Bigger picture: what problems is Win2000 giving you, that makes you look towards XP instead? Maybe it's fixable.

I have an OpenGL app that needs a catalyst that needs a .NET version 1.1 installation. I cannot get that into my win 20000 because during the upgrade, it says Rundlll error hotplug.dll missing and then just does not install the .NET I have tried quite a few times with the same problem. I am thinking of simply removing my radeon 7000 video card and putting in a 6600GT to get better OpenGL support. or going to Xp. What do you think?

The 6600GT should run circles around the Radeon 7000 as an OpenGL accelerator. You might try that, as long as your power supply is up to the challenge.

Alternately... consider trying .NET again? I've got plenty of systems at work running Win2000 and .NET installs fine. Maybe you have a bad installer file?
