Windows won't Shutdown or Restart

Just talked to a friend and she is having a really strange problem that I've never encountered.

When she tries to shutdown or restart Windows 98 nothing happens. The shutdown window comes up, but when you click ok it just returns to the desktop. The same thing happens with restart.

I'm going over there tomorrow to try and get it figured out for her, but thought I'd ask here if anyone has encountered this and if so what kind of fix did you discover?

I did have her go into msconfig and do selective startup without processing the system.ini, win.ini or any startup programs and that didn't change anything. Fast shutdown is disabled as well.

Any ideas?

All shutdown patches are installed. I went through all the standard shutdown trouble shooting with no luck. Hopefully I'll have more time to look at it for her this weekend.
