Windows won't shut off the monitor?!?

I don't get it. It's still set up to shut off the monitor after 20 minutes but it sometimes will stay on all night. Sometimes it goes off like it should, but if it doesn't it doesn't even kick in the screensaver (set to go off at 15 minutes). Is it some registry issue or something? It has been since April 8th that I installed Windows (probably the longest I ever had one install of Windows that worked smoothly)
