Windows wont restart

For some reason I can't restart my computer anymore.

If I go to Start->Shutdown->Restart, it will try to restart but then go to the screen "Windows is shutting down" and just hangs there. So I have to manually reboot.

Does anybody know how to solve this problem?

Maybe one of my startup files is bad?

All help is appreciated thanks.
 
What OS are you running? It sounds like some 9X variety. Most likely caused by a driver issue. There should be mapped shutdown drivers up on Windows Update.
 
Try it in safe mode. If it works properly in safe mode, it may be a driver issue. If it does not work in safe mode then it is probably not a driver issue. Assuming you are running Windows 98, go to START->RUN->MSCONFIG and select selective restart. uncheck the box for load startup group items. Reboot and try doing a restart again. If it works properly, then one of your startup programs is probably causing the problem. Uncheck boxes on your startup tab on MSCONFIG and test until you find the offending program. If that doesn't work, maybe a reload of the Windows OS will fix the problem...
 
I have tried booting into safe mode, and it does work in safemode. So what could the problem be?
