Windows won't install/boot on system.

I am trying to setup Windows XP on a new (to me) system. The motherboard is a PC Chips M963G version 3.2. It also contains a CeleronD 2.53, 1GB PC2700, a Seagate 80GB, and an LG DVD+\-RW.

The problem begins after you go through the initial format/copy phase and the computer reboots itself. It posts the BIOS without any problems and loads the Windows "swoosh" screen you see before going into the setup phase. At this point it freezes completely (in mid-swoosh) and has to be hard-powered-down (does not respond to anything else). This happened a couple of times, with me changing the RAM/CD/HDD/cables between tests, all with the same result. I also switched to another HDD that already contains WinXP with exactly the same result--if I try to load, it gets to the swoosh screen and just stops cold. If I try to load safe mode it gets to the agp file, halts, and never starts again. I have also tried loading into VGA mode and that has exactly the same result.

I have cleared the BIOS, been through the BIOS settings, disabled everthing not necessary, and even tried the "load optimal defaults" with the same result. Nothing I do will make it get any further than the swoosh screen.

There are no blown/bulging capacitors on the motherboard. The psu runs another box perfectly well. At this point I have changed everything except the cpu & motherboard to no effect. I don't think it is either of these parts (directly) because the system posts the BIOS with no problems at all, it just hangs when trying to either load Windows or load the setup of Windows.

Any suggestions are greatly appreciated.
