Windows wont boot with the correct FSB

The computer boots up and reads everything correctly. When it begins to load Windows, it reboots the machine. When I downgrade the FSB, Windows will load up just fine. I dont know what to do.

The hardware is:
Epox 8K9A7I mobo (KT400A Chipset)
AMD Athlon XP 2700+ 333Mhz FSB
Kingston PC3200 DDR Memory

When I set the FSB in the BIOS to 166, Windows will not boot.

If I downgrade the BIOS to 133, Windows will boot up correctly.

The BIOS has been updated, and I have tried everything and dont know what to do. Please help????

On a side note, when I try to boot into XP under Safe Mode to see where the hangup is, it stops or reboots at the line that states:

xxxxxxxxxx/windows/system32/drivers/mup.sys

I have this problem no matter if I am installing or loading XP.

Yeah the CPU is fine, bought it from Newegg.com and pulled it out of a working machine that I recently upgraded. The power supply from that machine followed the processor as well, just an Antec 480watt PS.

I ended up ordering a new mobo, an Asus this time around. But I dont know for sure yet till it arrives if that will fix it. I might have to RMA the Epox mobo.

Unless anyone has any other ideas? Please...anything?

Update:

Well I finally just assumed I must have a bad mobo, so I purchased a brand new Asus A7N8X-X mobo and installed it. Set the FSB to 166, it reads the proc correctly, but I am getting different errors during the Windows XP install, and it hangs up (just with a different error in a different spot).

Anyway, I dropped the BIOS back down to 100, it installs Windows ok. I put the BIOS at 133 and it works fine. Put it up to where it should be at 166 and it hangs up every time.

I've tried using a Windows XP Pro CD and an SP2 Slipstreamed Windows XP Pro CD, and both are not working.

Any ideas???

The speed is set auto "by spd" which is a cas latency of 3t. Do you think that might be the problem? Do I need faster mem in there?

Well I pulled the memory, dropped in some Kingston 2.5 CAS in there and same problem. So I pulled the proc, dropped in an AMD Sempron 2400 333FSB in there and now Windows seem to install ok. The FSB is the same which I didnt think would make a difference. If it all works, then maybe it was a bad proc which doesnt make sense cause I pulled it out of my other good working machine.

When you pulled that XP2700 out of a working maching what FSB was it running at ?
Also what voltage is being detected by the bios that the cpu is running at ? try adding more vcore ?
